Werkzeug requirement issue causing crash on startup

For the app-engine lab, a breaking change in Werkzueg (pallets/werkzeug#1714) is causing a startup issue. Simplest answer is just to set the Werkzueg version to exactly match the Flask version but at some point Flask should probably be updated for this example as well
