FR: Stop global library auto-update when restoring backup/Add cancel button to global library auto-update Android notification #1507

I just noticed that an ongoing library auto-update kept going while I restored TachiyomiSY from a backup.
I would like to see:
- Cancel button in the "Updating Library" notification
- Global library auto-updates to pause or stop when restoring backups
Other details
If this is a bug on my device, then I'll take the L. My device is running Android 13, LineageOS TrebleDroid GSI.
