Change Add Address on front screen to add tag

The Add button on the home page needs to add a tag as opposed to just a new neighborhood. Here's what we need to do.

• If an address is found when add address is pressed, go to the tag view as if they were adding a tag from inside an address.

• If an address is not found, include fields on the new tag screen that ask for address attributes.
