[FEAT] - Greenhouse alerts playbooks

User Story

As an operator using Greenhouse I want to have a playbook on my alerts created by the Greenhouse controller with information on how to resolve it.

Description

We want to publish a section in our documentation:

./operations/playbooks

so that all alerts have dedicated playbooks with information on how to resolve the alert.

The playbook url should be added as a playbook label value on the alert itself.

Acceptance Criteria

• documentation section is created
• all Greenhouse controller alerts have playbooks
• all Greenhouse controller alerts have the label playbook with the playbook URL as value
