Add pre-commit to CI

#6 added a pre-commit config. We want to run this in CI to make sure it alway works.

which you did with #10. But I guess the workflows are not ment to run pre-commit. Should we just add a simple GHA running only pre-commit or do you have something else in mind? In theory, we could also use https://pre-commit.ci/ which is free for open source projects and would come with some additional features such as pushing autofixes on PRs and autoupdates of the pre-commit config (which we could also cover by renovate)

We juggle a lot of repos, and often clicking the Pencil in GitHub to make a trivial edit is the only economical way to make a quick fix. There's not always time to locally run git and clone/branch/push.

Personally I find it really irritating that the pre-commit on CI makes my trivial drive-by PR red. I think it's just a difference in our philosophies. I'm okay with a simple GHA to just run pre-commit. Trying out their free cloud CI would be interesting too, as an evaluation and to shift a bit of the complexity away.

Agree, for web edits having some automation makes sense. Here, pre-commit.ci could be a solution.

I already use this in a few projects such as https://github.com/luminartech/dev-tools or https://github.com/hofbi/bazel-ide if you need an example. Setup wise, https://github.com/luminartech/dev-tools/blob/73ead54ba6f3a7cd4de8f424808715a282e36054/.pre-commit-config.yaml#L3-L8 is all you need to configure this.

@alexeagle do we want to try the pre-commit.ci? I think you would have to install the app inside the org and make it available for this repo. I can take care of the configuration.
