[Bug]: Unable to restrict Webhook Resource to admin

What happened?

Cannot restrict resource to just admin panel

How to reproduce the bug

add a minimal role user .
can still see the Webhook resource.

You need to create your own policy in your codebase, then update this line in the config to point to your policy:

This was my mistake, looking at the wrong config for webhooks. Thanks for the direction
