[Kavita+] Feature Submission. Ability to disable tag/genre metadata writing at a library level when match is found

Idea Description

Currently if using komf to pull and aggrigate metadata from mangadex, anilist, mangaupdates, etc. it will merge all the tags/genres together before writing them to the API.

If Kavita+ gets a match it will then overwrite these fields meaning all that aggrigating doen by komf gets lost.

I feel there should be an option to ether disable Kavita+'s tag/genre writing at a library level i.e. for a manga library that is managed by komf.
Or perhaps an option to have Kavita+ merge the tags/genres ether globally/at library level.

This is delivered as of v0.8.7 (and in v0.8.8 made available to non-Kavita+ metadata).
