Handle millisecond timestamps

### What improvement do you think would an existing feature or tool in DevToys?

I'm using timestamps in milliseconds from epoch. Would be nice for DevToys to handle those as well.

### Solution/Idea

Not sure how it would look or how the first 1000seconds from epoch would be differentiated... but it would be cool to have.
